አንድን ክርክር በማስተናገድ ላይ ያለ የክልል ፍ/ቤት በፌዴራል መንግስት የተመዘገበ ተቋም (ድርጅት) አግባብነት ያለው የጣልቃ ገብ አቤቱታ በቀረበለት ጊዜ ጉዳዩን ጣልቃ ገቡን ወደ ክርክሩ በማስገባት አይቶ ለመወሰን ስልጣን የሌለው በመሆኑ ክርክሩ ጣልቃ ገብን ባካተተ መልኩ ለማየት ወደሚችለውና ስልጣን ላለው ፍ/ቤት ጉዳዩ ቀርቦ ሊታይ የሚገባ መሆኑን ገልፆ መዝገቡን መዝጋትና ተከራካሪዎችን ማሰናበት የሚገባ ስለመሆኑ፣ አዋጅ ቁ. 25/88 አንቀጽ 5(6),14 የኢ.ፌ.ዴ.ሪ ህገ መንግስት አንቀጽ 80(4) የኦሮሚያ ብሔራዊ ክልላዊ መንግስት ህገ መንግስት አንቀጽ 64(4) የፍ/ብ/ሥ/ሥ/ህ/ቁ. 9, 231(1)(ለ)
